The Shanghai municipal government is determined to build the city into a world financial center, while boosting the bankcard industry is one of the most important strategic act. In July 2002, the government set up the “bankcard industry development leading group”, headed by chief leaders of the government, and worked out the programmed goal as “ One Center to be Built, Two Markets to be Improved and Three Proportions to be Upgraded”. With the China UnionPay Co, Ltd founded in Shanghai , the Shanghai Municipal Government successively put forward a series of policies and measures to promote the bankcard industry and formed the favorable environment to build bankcard industry center. Therefore, Shanghai Bankcard Industry Park , the first domestic bankcard industry base, emerged as time required and was officially opened on March 26, 2003.
